As what will soon be Hurricane Barry roils over the Gulf of Mexico, New Orleans, Louisiana is preparing for what will almost certainly be catastrophic flooding events.

The past 24 months have seen excessive rainfall throughout the Southeast, and the Mississippi River is already at record height.
